Abstract

The COVID-19 pandemic is raging around the world. As of March 17, 2022, there have been about 466 million confirmed cases and about 6.07 million deaths. However, different countries have different pandemic prevention models. In Taiwan, fewer than 22,000 people have been diagnosed and only 853 death from COVID-19. This study focuses on how Taiwan, under the pressure of the global COVID-19 pandemic, uses social innovation and creatively disruptive responses to generate different pandemic prevention models to respond to the challenges of COVID-19. The researchers will discuss vaccine governance, vaccine politics and their interrelationships under Taiwan's current political policy and medical system's pandemic prevention model, as well as how creative disruption can play its role in Taiwan's pandemic prevention model, and effectively respond to the outbreak of the global pandemic, its unpredictability and biopolitical challenges.
